An absolutely essential piece of DLC for the game, delivered immediately with minimal fuss.
Back when this was released the game became unplayable without purchasing this thing. Development was introduced as an important core mechanic to the game, but was only unlocked by buying this. Very scummy.
IIRC in 2020 development unlock was finally moved into the base game. But yeah, "common sense is not so common".
This is along with Art of War and Rights of Man a must have DLC
