  1. Essential for HRE and Europe

    Emperor adds a lot of stuff and new missions (for example on all the crusade nations) and many more features which are very useful like the Great Powers.

  2. Pretty good

    Meaty expansion which adds multiple features and revamps the Catholic religion and the Holy Roman Empire. Buy this if you are interested in either (and want to add more content to your game), but it is not as "must have" as other DLC for EUIV.

  3. Much needed updates for older designs

    This expansion reworks some mechanisms that barely had been touched since release and lacked in detail and complexity, compared to newer mechanisms.
