I'd recommend it only if you are a P.O.I. fan (like me) or particularly interested in this subject (hacking, security, Big Brother, WikiLeaks...). Otherwise, if you like open world games, buy Just Cause 2 or Saint Row The Third. I played them before buying Watch Dogs and they are a lot of fun without all the issues (stuttering, lag, horrible car driving and so on) that could disappoint you. Anyway, there is a lot of things to do in WD Complete Edition, many sidequests (a bit repetitive) to get XP, main campaign is not short and the stealth system as seen before in Hitman or Splinter Cell (cover, silenced weapons, lures and so on) gives you some interesting challenges.
